Democracia hackeada à brasileira: regimes de informação e as ações de desinformação praticadas pela “ABIN Paralela”

Abstract

This article examines the processes of “hacking” democracy in Brazil through the conceptual lens of the information regime. The aim is to investigate the disinformation actions carried out by the so-called “Parallel ABIN,” describing its modus operandi and discussing the implications of this breach for the delegitimization of epistemic authorities. Conducted as a single-case study using a qualitative approach based on documentary research, the investigation adopts the Final Report of the police inquiry into the group as its corpus and employs the concept of the information regime as an analytical heuristic. The report’s findings indicate that the “Parallel ABIN” operated as a criminal organization that instrumentalized the state apparatus to carry out illegal espionage and fabricate disinformation campaigns. The operation reconfigured the informational regime by manufacturing a false issue regarding the integrity of the electoral system, instrumentalizing the state apparatus itself, through the use of public resources and the functional misuse of its agents, to attack epistemic authorities, such as the Brazilian Superior Electoral Court, and erode trust in democratic institutions from within. The study concludes that the group’s actions engender a systematic corruption of the democratic information regime, operating not only through the dissemination of falsehoods, but also through the erosion of the very rules governing the validation of knowledge. The main contribution of the study lies in demonstrating that the attempted capture of democracy took place through a structural attack on the very foundations that legitimize truth in the public sphere.
