Climate law against poverty for the transformation of the world:
approaches between SDG 1 and SDG 13 in the Brazilian reality

Among the Sustainable Development Goals (SDGs), SDG No. 1 (“Eradicate poverty”) and SDG No. 13 (“Action against global climate change”) stand out, both because they represent the two main global problems, as well as because of their intrinsic relationship, so that the two agendas must be addressed in a coordinated manner by public policies. The general objective of this research is to analyze how poverty influences the fight against climate change in order to formulate a public climate policy consistent with the approach in which both poverty and climate impacts are seen as violations of fundamental rights and human rights in the Brazilian reality. The research is characterized as qualitative, with the documentary technique, through the use of government documents and reports and specialized literature. As a result, the study demonstrates the distortions created in Brazilian climate policy by disregarding the poverty eradication agenda and, on the other hand, presents legal arguments capable of justifying the indispensable union between SDG 1 and SDG 13 through an agenda to defend the rights of the most vulnerable populations.
