THE FUNDS FOR EXCELLENCE IN EDUCATION AND RESEARCH (FEEI): CONDITIONS, MECHANISMS AND AGENTS OF EDUCATIONAL PRIVATIZATION IN PARAGUAY

The political turn in Latin America, with the return of conservative governments, highlights globalization and privatization as fundamental aspects of educational policies. This article reviews the main concepts and approaches in the international debate around the concept of globalization and privatization. From there, a specific case that occurs in Paraguay with the creation of the Fund for Excellence in Education and Research (FEEI) is examined. The analysis carried out on the FEEI uses the political economy approach (Verger, Zancajo & Fontdevila, 2016) which studies the conditions, mechanisms and agents linked to the privatization processes in education. The article concludes that the creation of the FEEI aims to promote a process of privatization as part of a structural reform of the State, where educational policy decisions are fundamentally made in the Board of Directors of the Fund with a growing incidence of the business sector in coherence with global policies in education and a weak institutional presence of the Ministry of Education (MEC).
