Gobernanza pública: ¿es cierta esta nota? Un giro en el análisis del Decreto núm. 9.203/2017 con base en la reducción sociológica de Guerreiro Ramos

Este estudio aborda la gobernanza pública considerando el Decreto no. 9.203/2017 basado en el pragmatismo crítico. Esta investigación propone un análisis de la valorización ético-política desde la perspectiva de la reducción sociológica de Guerreiro Ramos (Boullosa et al, 2021; Filho; Eynaud, 2020; Ramos, 1996; Serva, 2023). La reducción sociológica abarca cuatro dimensiones: contexto de producción científica, valoración ético-política, equilibrio entre métodos de investigación e intervención para pensar la realidad. El estudio propone que la gobernanza pública está ontológicamente más cerca de la gestión social y no de la gestión burocrática privada. A partir de la propuesta de valoración ético-política de la gobernanza pública en Brasil a partir del pensamiento de Guerreiro Ramos, el estudio contribuye a las siguientes comprensiones: (i) la reciente institucionalización de la política de gobernanza pública sólo instrumentaliza una discusión sin debate público; (ii) considerando que la lógica de la burocracia privada se aleja de la adopción de una gobernanza pública sustantiva, se proponen enfoques de gestión social; y (iii) se propone un giro descolonial de la agenda pública, desarrollando prácticas de aprendizaje y cambiando la cultura organizacional para la gobernanza pública. Esta visión busca poner en primer plano el interés colectivo en el desempeño de la Administración Pública, especialmente en lo que respecta a la planificación, ejecución, control y evaluación de las políticas públicas.
