Abstract

Considering the outstanding presence of the Inter-American Development Bank (IDB) in Latin America and the Caribbean, this research aims to understand the role of the referred financial institution in promoting the Emerging and Sustainable Cities Program (ESC) in Brazil. It starts with a theoretical analysis of policy transfer and studies on the behavior of international organizations, in order to explore the Program’s different stages in the six Brazilian cities which implemented it, namely, Florianópolis, Goiânia, João Pessoa, Palmas, Três Lagoas and Vitória. The paper discusses Action Plans, Citizen Monitoring Networks’ (CMN) performance and, when identified, the projects implemented and their respective results. Furthermore, a detailed analysis of the João Pessoa case is made, due to the continuity of the Program. It is concluded that ESC spread quickly, but without proper verification of its impacts on Brazilian cities.
